Kenneth Jowdy

President, Chief Executive Officer and Principal

Kenneth Jowdy, President, Chief Executive Officer and Principal As Founder, President and CEO of Legacy Properties, LLC, Ken Jowdy has been personally involved in all aspects of golf resort development in Baja California, Mexico for the past fourteen years. In reviewing any potential project site for development, Ken has realized that the land itself is the most important component. When Ken first saw the Diamante Cabo San Lucas land with over 1500 acres and a mile and a half of spectacular dunes fronting on the Pacific Ocean, he was determined not only to acquire it, but also to preserve its natural beauty. Unlike most real estate developers, Ken has always believed that the best land should always be preserved for the use and enjoyment of all members of the resort community. This belief is best reflected in the world class links style design of the Dunes Course at Diamante with all holes set in the dunes and with several dramatic holes fronting directly on the Pacific.

Equally important to maintaining the integrity of the land, Ken strongly believes that each Legacy property should create an understated family lifestyle with recreational and social amenities that serve all generational members and their guests. Ken’s goal is to create the very best possible experience for every owner, member and guest at a Legacy project by providing exceptional, personalized service and by making everyone feel that they are a member of the Legacy family.

To ensure success, Ken has put together an incredibly talented project team which he personally leads in: discovering, completing due diligence, and acquiring exceptional properties; master planning; obtaining financing; dealing with government officials on all levels; obtaining entitlements, permits and approvals; and creating business models for development, sales and operations.

In addition to the Diamante Cabo San Lucas project, Ken also founded Diamante del Mar, LLC which has acquired ownership and development rights to nearly 10,000 acres of land with over four miles of pristine Pacific Ocean frontage in El Rosario, Baja California, Mexico.

William J. Najam Jr.

Chief Operating Officer

As Vice President and Chief Operating Officer, Bill Najam is responsible for operations oversight, as well as for the negotiation of financing and development contracts related to the Diamante project. In the early seventies, Bill served as Assistant Secretary and General Counsel of the Massachusetts Department of Transportation and Construction, and in that position he was responsible for overseeing the agencies charged with state building construction. He practiced law in Massachusetts for over thirty years, and he was involved in the development of several condominium projects, including the rehabilitation of former base housing at Westover Air Force Base into condominiums. Bill also has over twenty-five years’ experience in golf course operations and management. He has been the co-owner of three courses in both Florida and Massachusetts, and he is currently the owner of a semi-private golf course in Massachusetts.


Fernando Garcia Campuzano

Legal Counsel

As Legacy’s Mexican attorney, Fernando Garcia Campuzano has broad legal experience with a specialty in real estate and resort development law, particularly as it pertains to rules and regulations affecting private and Ejido lands. Mr. Garcia has been instrumental in negotiating and securing all of the contracts related to the acquisition and development of the property. Mr. Garcia will continue to coordinate all Mexican legal aspects of the development through each of the project’s construction phases.


Gregory Carrafiello

Chief Development Officer

Gregory Carrafiello brings strong project management and permitting expertise to Legacy. His responsibilities include supervising all daily and long term operations for Legacy’s Diamante Cabo San Lucas project. Gregory has spent his professional career regulating coastal development, and providing planning, environmental consulting, and project management services to governmental agencies, institutions, developers and individuals. During more than a decade with the Massachusetts Department of Environmental Protection, Mr. Carrafiello managed its Waterways Regulations Program. Most recently, Mr. Carrafiello spent more than five years providing expert regulatory guidance, strategic planning, and project management consulting services for a variety of coastal and inland development projects.


David Osborne

Project/Sales Manager

David Osborne spent 20 years running a private, highly successful contracting business in Connecticut, serving as the Chief Executive Officer. David brings his vast amount of experience in private business practices to Legacy acting as a liaison to all contractors/consultants and the executive team. His ability to delegate and supervise large work forces along with diligent communication with team members is a valuable asset. Mr. Osborne is currently a project manager for the Diamante Cabo San Lucas project and helps manage all sales, human resources and daily operations.


Dan Voshall

Director of Operations

As Director of Operations, Dan Voshall is responsible for all golf course, clubhouse, Residence Club and food and beverage operations for the Diamante Cabo San Lucas Resort. Dan has been in the hospitality industry for over twenty years starting with eight years with Four Seasons Hotels in Seattle, Washington and Maui, Hawaii. Dan next spent nine years working in golf course management and development with the Discovery Land Company, and he assisted with the opening of operations at the Vaquero Club (TX), Gozzer Ranch (ID), Madison Club (CA) and Chileno Bay (MX). He joined Legacy Properties in 2008 as Director of Operations at Boot Ranch (TX), and he is now managing operations at Diamante. Dan brings a wealth of experience to the Diamante Resort in pre-planning and opening of clubhouses and related amenities, as well as in golf course management.


John Behnke

Director of Security

After more than 20 years of honorable service as a Special Agent with the FBI, John Behnke has joined Legacy and will oversee all security and privacy operations for the Diamante Cabo San Lucas project. During his distinguished career, Mr. Behnke served as the Special Assistant to the Director, Louis J. Freeh, and was assigned to several of the most significant cases the FBI investigated over the past two decades. Mr. Behnke is a graduate of the Washington University School of Law, and is a two-time recipient of the Attorney General’s Award for Distinguished and Dedicated Service.


Patricia Formisano

Comptroller

Patricia is responsible for coordinating the daily financial responsibilities for all of Legacy’s projects. Before joining Legacy, she spent more than 10 years at Mount Sinai Medical Center, where she served most recently as the Administrative Director of Project Management. In that role, she was responsible for all research-related and financial activities, including the creation and submission of multimillion-dollar budgets and the monitoring of all expenditures against those budgets.


William Ousterhout

Director of Golf Maintenance

With over 30 years of landscape construction and renovation experience, Mr. Ousterhout brings his vast knowledge of golf course maintenance to Diamante Cabo San Lucas. As Diamante’s Director of Golf Maintenance, Bill Ousterhout has been the superintendant for the Dunes Course since Diamante first broke ground in 2006. Before joining Diamante, Mr. Ousterhout was the Golf Course Superintendent at The Bridges at Ranch Santa Fe where he was responsible for the day to day grounds maintenance of the private gated residential community and championship golf course.


Bill Estenger

Director of Construction

Bill has over 27 years managing construction and engineering for large land development resort projects in Southern California, Panama, The Bahamas, Abu Dhabi and Mexico. The majority of Bill’s experience has been with high-end developments (golf resorts, retail shopping centers, and island resorts) for clients such as The Irvine Company and Discovery Land Company. Bill’s expertise includes Water Supply Management, Water Wells, Energy and Power, Wastewater Treatment, Water Reuse and Marina Facilities. At Diamante, Bill is creating a rock solid infrastructure foundation upon which the architectural vision can be successfully realized.
